Full, it takes 14 days for the moon to be "new" in Chicago, and only 12 hours for China to face the moon, so therefore, it is full in China when it is full in Chicago. Comprende?

It will be full when it rises. The phase of the moon has to do with the position of the moon relative to the sun, not to the earth. You'll notice that the full moon rises as the sun sets (wherever you are).
